If a girl shows enough interest in me and it's not within the first few seconds of meeting her I think initiating some subtle kino could either help further gauge her interest or build sexual tension. I would agree that you shouldn't kino a chick that you haven't build some form of a rapport with yet. You should try to at least establish some trust and comfort with her first.

Disregarding your situation though, there are girls on all ends of the spectrum in regards to their openness for touching and physical proximity...

What's important is to be aware of any deviations in the baseline behaviour of a particular girl. A touchy feely girl doesn't always mean she's interested and a shy reserved girl doesn't always mean the inverse. You just have to be somewhat familiar with the type of woman you're gauging. Once you somewhat know a girl, don't always look for universal signs of interest, look for deviations in her baseline behaviour that would indicate interest.

depends on how much the girl likes you and her general personality
