hey wolf, while you are correct in what you're saying, I think you have to put this into perspective. For Sedentary Joe just getting into fitness/lifting, step one is to increase work capacity and general conditioning/gpp. Jogging for an hour could be labelled catabolic, but Sedentary Joe doesn't have the muscle mass to catabolize.
I agree that somebody who has added 40+lbs of muscle should be selective with their cardio, since their physiology will be only too happy to shed most of it.
For the first few months, IMO someone should focus entirely on building work capacity and doing whatever cardio/strength training they could get their hands on without overtraining.
After 3 months of doing whatever, then someone might be ready for the "fasted/hiit/muscle sparing" route.

I was squatting 320 for reps doing entirely too much cardio, and that was because I'd built my work capacity/conditioning so much, which isn't necessarily a bad thing to get out of the way in the first few months.
