i have a DYNAMIC IP as opposed to a STATIC IP

80% dialup 56K and ADSL / DSL has a DYNAMIC IP in my country

IPs have the format xxx.xxx.xxx.xxx

Even with a dynamic IP, usually only the last set of 4 numbers will change - so if the first three sets of numbers match, it's pretty likely the same person.

and what if he is smart enough to use a subnet mask
