4 weeks is too soon to see results for many people on a cutting cycle, as your body is just starting to undergo changes. I just got off a cutting cycle (11 weeks) and I didnt start noticing changes until about week 7. Cutting fat takes time and you have to do it in a way in which your body is comfortable in letting your bodyfat go.
Avoid the low-carb crap. If youre active, you NEED carbohydrates for energy. At this stage, everyone is on this low carb thing just because they hear everywhere. If that's the route you take, as soon as you eat carbs again, youre going to blow back up. So instead of cutting carbs, do things like changing from white rice to brown rice and changing the type of breads you eat from white to wheat. Those are better options than cutting your carbs altogether.
Green tea definetely works. I used this during my cutting cycle and it not only helped to cut fat, it also suppressed my appetite later in the evenings--be sure that you drink Green Tea in the evenings to take the edge off nighttime hunger.
A book that you might consider getting to help you out is titled, A Flat Stomach ASAP by Ellington Darden. I used this book for my cutting cycle and it definiety does work.
