Oh, there's no doubt that such actions have happened in our history. Do you truly intend for them not to remain history?
Which is exactly what concerned citizens should be standing up against to change said laws. No citizen should be punished for mere allegation of domestic violence or the like (q.v. too many states' "You Call We Haul" laws and "mandatory arrest policies" that effectively wipe their rears with the Fourth and Fifth Amendment rights of men who very well may have been accused falsely of DV or rape or the like). Allegations are just that. You've heard of due process of law, standards of evidence, and the like, right? Granted, I can only imagine that you think they're scary when they apply to someone you don't like, and that the slow majesty of the law must apply only to those you relate to, individualized suspicion and evidence of crime be damned, right?
It's all too common a refrain these days. "Due process of law for me and mine, summary-justice upon pre-crime for those Others." It's sickening, no matter its form. Not to mention that the government that's authorized to do such things is essentially the same kind of government that Niemoller's poem warned us about; if they can do summary-justice for pre-crime on the guy on the other end of the neighborhood, they can just as easily do it to me one day.
Defending freedom by treading on the freedom of one's own citizens? Defending a democratic culture by violating the fundamental axioms therein? That would be hilarious if it wasn't so serious.
Defender of faith and freedom are alway the first one to take it away from others.

Btw... if you consider Irak and Afghanistan as jihadis... you forgot the concept of self-defence (we invaded them)
In Canada the situation is worst... but we can't generalize.
