Sometimes I hear people tell me this directly, girls or guys, and I have enough experience detecting sarcasm to say fairly confidently it is not that.

When I am places with my parents, people (usually those older than me) will say to them "he's got a good sense of humour" right in front of me.

It seems at first like a compliment, but it's such an awkward thing to say, that it makes me wonder what it really means.

Please give me some input.

Anyways, dude get some self confidence. What the **** does it matter what others think of you. If you think you're funny then you're funny.

people say the same thing to me, i think they do it when they cant think of something better to say so they say "your funny" or they are to embarrassed to actually laugh so they say it instead. I never have a come back for the "your funny" line... so i just say ok thanks or just smile.

You could be right, or maybe... just maybe it's because they actually think you are funny? Sounds crazy i know, but hear me out. People can sometimes have a tendency to say what they mean. Crazy isn't it.
