Why don't all women squirt?

I've read that "all women are capable of squirting". And, from what I understand, the "squirt" is NOT urine: that's just a popular myth. However with practice, women can urinate at orgasm: squirt porn is likely to be urine based on the huge volumes of liquid.

From what I've read there are a few popular explanations as to why women don't squirt.

See, even that is debated. Some studies say it ejects from the urethra, others point to other tiny holes between, and to the sides of, the urethra and vagina.
