It's simple, you haven't created the right moment. From what I've learned, it all comes down to foreplay with women. Do you wonder why they love romance novels? They love the fantasy aspect! They love the idea of being swept off their feet in a romantic setting and having hot sex.

Here is a rundown I had years ago with a girl:

To me this is a HUGE aspect that a lot of guys neglect. They make out, and think that it will lead directly to sex. Sure girls love to make out, we all do. But when you're doing it, you've got to send their emotions and imagination into overdrive. Now if you're at a party, some girls will just jump your bones no Q's asked. If she's making out with you at the end of the night, you did something right.
It's not that she doesn't want to have sex. She's waiting for the right reason on why she SHOULD have sex. If you don't give her a reason while she's in the mood, it could vanish and the night ends. If you give her a reason when she's in the mood, well the saying "girls like sex more than men" comes out in full force.
