Perhaps. Some may just be shy and dont want to take risks. or simply some arent just that into.

Well anyway i've been there where girls dont show signs. Every so often this chick comes in late and sits next to me in class, no signs whatsoever. One day she talks to me and winks continuously as if her eye was twitching...obviously that day she asked me out to coffee but i declined.

Amen. There should be at least 1 time down the line if a girl is interested will show IOI. Some may be more subtle than others, but keep your eyes opened should it happen...

Sometimes coming off as a stud or a PUA is a fallacy and comes off as try-hard! Some women are smarter than that, and they deserve the credit.

If they are not showing an IOI or giving you signals, than they are not showing you interest and don't want to give you signals... Sometimes BF's complain about the same thing, after they are married, than I find their desperate girlfriends and while we cuddle they tell me how miserable they are.

Your playing your cards all wrong if you think every girl has to give YOU IOI's. They don't have to and that's where your logic fails from your teachings of be the prize, they can recognize the booby prize when they see it.
