So its night out and some chick ask you " sorry what time is it" is there anything ussful to say and not only to answer like " mmm its 11 and 15" and "thanx"
Maybe you can try to get something out of it ? Maybe some of them are interested and girls usualy suck when they are hitting guys Any ideas what to answer?

"Why, you got somewhere to be?"
"Time to buy me a drink"

going old school here: grab her hand and look at it and say "Time to get your nails done apparently."

"Time to buy a cell phone. They tell the time."

Or a ballsy one : "Its make out thirty." Go for makeout
less ballsy: "Its time to kiss me" While pointing at cheek. When she goes to kiss you on the cheek, turn around and steal a lip kiss.

her "What time is it?"
you "Hi, Im so and so. Whats your name?" go into a convo.
If she says "No, I need to know the time"
say "Its 8:15. Now, whats your name?" move forward.

This shyt's easy. I dont understand why you need advice in this area. Grow some creativity, chicks like that.

Horaholic's idea is on the right track. Misinterpret what she said. If she says "what time is it?" respond with "ah you like it dont you?" she might be confused like what? just respond with "yeah they told me the girls love it, anyways whats your name?"".

you: Time to get your knickers off! *smirk*

That's the kinda reply my 'natural' friend would say. He does alot of direct stuff like that, always with the cheeky smile. It's a pleasure watching him in action. He has a ridiculous success rate!
