I think the point it tries to stumble through is "dont have regrets," which isn't a bad thing. The point is, with how it's worded, if someone knew they had one more day to live, they'd probably do a few pretty crazy things with their last moments on Earth. Fear of punishment and persecution are powerful restraints, and having the luxery of not having to deal with them would lift many, many barriers a person would normally be confronted with in their decisions.
Here's a better example: If a meteor was headed for Earth and worldwide destruction was inevitable for all life on this planet, I don't think I'd spend my last few days sitting around worried about what consequences my actions would hold (on any level).
The idea of the quote isn't terrible, but it needs to be thought through a little more with how it's worded.
