It means "Last Jerk-off Boyfriend" and is normally proceeded by a girl talking about about other guys she likes around you at your expense. She also thinks you should be spending more time with Mrs. Rosy Palm and company.

This isn't always true ... Sometimes it could mean that she feels rejected and wants to atleast be friends with you or she is playing the 'friend's first" rule.

It is a form of rejection, but it doesn't always mean that she is rejecting you.
