What languages are best to learn for a US citizen who wants to leave the US?

If you want to move to Latin America > Spanish and Portuguese.
If you want to move to Western Europe > English and Spanish.
If you want to move to Eastern Europe > Russian and German.
If you want to move to Asia > Japanese and Mandarin Chinese.

Before you decide to move, you need to do your homework. What are your reasons for moving? The grass is not always greener on the other side. Most countries are in worse shape than the US, and some countries like Germany and China are going to hell in a handbasket.

Serbia, Georgia and Malaysia consistently rank high in freedom and affordability. I really liked the former yugoslavian countries, they're affordable and gorgeous, but they're also pretty corrupt.

For languages to learn, I always study the one that opens up the most number of related languages.
Spanish has the most speakers of the romance languages so it's the best one to learn there. Italian, Portuguese and Spanish are about 90% mutually intelligible. French is a distant relation
Russian is the best slavic language to learn because the grammar is about as complex as they come, and you also have to learn the cyrillic alphabet. It's also about 50% mutually intelligible with most of the languages in eastern europe.
German will help you understand the nordic languages, but only marginally.
French is always a solid option as well, it will help you in the Caribbean and Africa.

There was this heartland theory. Back pre 2014 coup it was all over internet and I could find it on google images. Map. And also PDF with description. From memory the basics of it was like so, there was a map showing WW3, and it said, if war goes over ukraine then WW3 will happen in the middle east, across Syria, Israel, Egypt. We see exactly something similar to that right now. You have new world order developing, with BRICS, there will soon be new reserve currency. So the next best place for economic development is Russia, China, and South East Asia bellow China with parts of Oceania, South America, and Africa. Best languages are Chinese and Russian. As far as where to move, it's a hard one. If safety is concern, no place is safe, because radiation can reach any part of the world, eventually. There will be left a golden billion, people that have certain resistance to radiation. Choose a coutry with good medicine. Russia is pretty good in this sense, first to come up with COVID vaccine. China is behind, they had quaranteens long past COVID was all over in Russia.

It takes at least a couple years of intense study (3-4 hours per day) to be conversationally fluent at a basic level.

If you spent that much time and effort developing your social skills you could stay where you are and clean up.

Really depends on where you want to reside. I would say in terms of utility; Spanish and Mandarin

I agree with Russian and Chinese.
I've learned Russian and I can tell it's worth the time investment. Everywhere you go you will meet Russians, Ukrainians, Kazhaks, etc.
It really help with the girls too ;)

When you know Russian, it's easier to learn other Slavic languages, for example Czech or Slovak.
