Incorrect, civvy/civilian has nothing to do with sex workers and "non-prostitutes". It simply means a civilian.

The term civilian is now a colloquialism for any normal person outside the subject matter. A civilian could also be someone not in a gang/gang-affiliated, gang members would refer to ordinary people as civilians, much like the police/armed forces.

No matter how imbeciles misuse a word every word has a definition which defines its proper usage. In the case of the word civilian, it started as a way to describe non-military personnel after we started arming our civilian police force with military surplus, and turning them into jackbooted thugs, they then began referring to people as civilians. Now we have policemen in BDUS, Kevlar helmets and carrying automatic weapons…

It’s a way to claim a special status By those using the term.

Sure but they cannot expect others to understand wtf they’re saying. If it ain’t in the OED, it’s categorically incorrect usage.
