It's illegal in the books, but it's not enforced unless there is a crackground because the establishments has minors working there, people are reporting human trafficking or women looking abused, or any other issue that would attract the ire of law enforcement. The operating philosophy is john clients are the best ally to police to report abuses that are occurring but if they are afraid of getting in trouble themselves then they won't come forward. As it stands, if I were, in a hypothetically to visit an escort, I'd be more worried about catching covid, evil spirits attacking me, an STD of some form, rather than law enforcement.
