Well since she's not your friend, you can do it. BUT, you have to keep in mind that there will likely be a fallout b/w the two friends if the girl you like says yes. This is a hard one. Have you considered talking to the friend and telling her you think her friend is cute?
Scenarios like this are hard to deal with. On one hand you want to ask this girl out, on the other, you have to deal with the best friend who likes you...
But if you really like this girl, I say, go for it. Life's too short to be wasting your time. Just be ready for a no.
