WASHINGTON — The next president will inherit a record budget deficit of $482 billion, according to a new Bush administration estimate released Monday.

The administration said the deficit was being driven to an all-time high by the sagging economy and the stimulus payments being made to 130 million households in an effort to keep the country from falling into a deep recession. But the numbers could go even higher if the economy performs worse than the White House predicts.



The budget office predicts the economy will grow at a rate of 1.6 percent this year and will rebound to a 2.2 percent growth rate next year. That’s a half percentage point more than predicted by the widely cited “blue chip” consensus of leading economists. The administration also sees inflation averaging 3.8 percent this year, but easing to 2.3 percent next year — better than the 3.0 percent seen by the blue chip panel.

“The nation’s economy has continued to expand and remains fundamentally resilient,” said the budget office report.

A $482 billion deficit, however, would easily surpass the record deficit of $413 billion set in 2004.

The deficit numbers for 2008 and 2009 represent about 3 percent of the size of the economy, which is the measure seen as most relevant by economists. By that measure, the 2008 and 2009 deficits would be smaller than the deficits of the 1980s and early 1990s, when Congress and earlier administrations cobbled together politically painful deficit-reduction packages.

The administration actually underestimates the deficit, however, since it leaves out about $80 billion in war costs. In a break from tradition — and in violation of new mandates from Congress — the White House did not include its full estimate of war costs.


The White House in February had forecast that next year’s deficit would be $407 billion, which puts the increase in the projections at $72 billion.

Figures for the 2008 budget year ending Sept. 30 will actually drop from an earlier projection of $410 billion to $389 billion, the report said.

The White House still projects that the budget will reach a surplus by 2012, helped by revenues boosted by optimistic economic projections of economic growth.

Still, the new figures are so eye-popping in dollar terms that it may restrain the appetite of the next president to add to it with expensive spending programs or new tax cuts. In fact, pressure may build to allow some tax cuts enacted in 2001 and 2003 to expire as scheduled at the end of 2010, with Congress also feeling pressure to curb spending growth.

John McCain used the news to slam both the Bush White House for its “profligate spending” and Democratic rival Barack Obama for saying he would not try to balance the budget.

“I have an unmatched record in fighting wasteful earmarks and unnecessary spending in the U.S. Senate and I have the determination and experience to do the same as President,” McCain said in a statement.

Obama’s campaign used the new numbers to attack McCain for embracing Bush’s tax cuts. Obama, said campaign policy director Jason Furman, “will restore balance and fairness to our economy by cutting wasteful spending, shutting corporate loopholes and tax havens, and rolling back the Bush tax cuts for the wealthiest Americans, while making health care affordable and putting a middle class tax cut in the pocket of 95 percent of workers and their families.”

The deficit for 2007 totaled $161.5 billion, which represented the lowest amount of red ink since an imbalance of $159 billion in 2002. The 2002 performance marked the first budget deficit after four consecutive years of budget surpluses.

That stretch of budget surpluses represented a period when the country’s finances had been bolstered by a 10-year period of uninterrupted economic growth, the longest period of expansion in U.S. history.

In his first year in office, helped considerably by projections of continuing surpluses, Bush drove through a 10-year, $1.35 trillion package of tax cuts.

However, the country fell into a recession in March 2001 and government spending to fight the war on terrorism contributed to pushing the deficit to a record in dollar terms in 2004.

House Budget Committee Chairman John Spratt, D-S.C., said the new deficit figure confirms “the dismal legacy of the Bush administration: under its policies, the largest surpluses in history have been converted into the largest deficits in history.

During his eight years in office, President Bush oversaw a large increase in government spending. In fact, President Bush increased government spending more than any of the six presidents preceding him, including LBJ. In his last term in office, President Bush increased discretionary outlays by an estimated 48.6 percent.

During his eight years in office, President Bush spent almost twice as much as his predecessor, President Clinton. Adjusted for inflation, in eight years, President Clinton increased the federal budget by 12.5 percent. In eight years, President Bush increased it by a whopping 53 percent.

One reason offered for these large budget increases is that entitlement programs are growing rapidly. Although Social Security and Medicare spending growth outpaced most other programs in the mid-1990s, spending growth in discretionary programs has accelerated in the last 15 years, especially during Bush’s two terms. Between FY2002 and FY2009, discretionary spending rose 96 percent.

However, nondefense spending increased too. Some also argue that much of the increase in nondefense spending stemmed from increases in homeland security spending. Whether this is true, the overall rapid rise of discretionary spending indicates that, here too, the administration and Congress made no trade-offs in the budget. If the administration and Congress wanted more security spending and wanted to be fiscally responsible, they should have found savings elsewhere in the budget.

President Bush added thousands of new federal subsidy programs during his eight years in office. In 2008, there were 1,816 subsidy programs in the federal budget that spread hundreds of billions of dollars annually to special interest groups such as state governments, businesses, nonprofit groups, and individuals. The number of subsidy programs has grown by 30 percent since 2000 and by 54 percent since 1990.

Two cops were shot by an armed dude during a police stuff. White, black, yellow, red, pucy eyed is out of the window. We not need to discuss here. There isn't even a remote chance this was anyway racially motivated, all men involved are of the same race. What gets me here is that now the suspect's brother was charged with murders. It's like your brother comes to the family house, and suddenly you are being charged with what he did. That is unfair.

Even if you sat as passenger in his car while he shot the cops, how come you are being charged now? That is not fair in my opinion, not fair at all.

In other news 9 deputies in Georgia were fired after a mentally ill man was killed in their custody. Seems like maybe justice can be had for all now, with equal accountability. There just needs to be some jail time now.

Law Enforcement is an Inherently Dangerous Vocation

Law enforcement is a dangerous job, as a matter of fact Patrick Lynch (President of the NYPD's Patrolman's Benevolent Association,) said that the NYPD was a "wartime department." My guess is that police departments have this same philosophy in regards to policing. With that being said, these officers are nothing more than two causalities in this war that police departments are waging waging against the citizenry of America.

I speak as a police officer for a moment: We have had more than enough incidents lately where cops were out of line and in the wrong, and I will be the first one to say when a cop does wrong. Many are PoSs and have no business in the job.. I get that.. But in this case now we have two dead officers. Let's show those two dead cops some respect and not let this thread get into name calling, flaming, bashing, etc. Please??? Can we do that??

Why would people need to march, protest and shout "blue lives matter" when cop killers are always arrested and put away for life? Thats what I find so disingenuous about the comparisons between killer cops and cop killers. Killer cops are frequently let off with slaps on the wrist even when they are in the wrong clearly.

Need I again bring up the case of Rekia Boyd in Chicago. She was shot in the back of the head by an officer who sprayed into a crowd of unarmed people. And the DA tanked the case and this guy got no jail time. http://www.dailykos.com/story/2015/...ly-undercharged-officer-who-killed-Rekia-Boyd

Cases like that are why people protest. In South Carolina, that officer who shot Walter Scott in the back was promptly arrested and charged. That's why there were no protests there.

If cops were being killed and civilians not standing trial, there would be tons of protests. So the situations are not comparable.

1) One it demeans further even lives of black by implying that police officers lives are more important than ours. Just because your a cop, your life doesn't suddenly gain more importance.

2) When in the history of this country (especially as it pertains to black people,) has a person who's been convicted of killing a cop not been executed or is spending the rest of his life in the penitentiary?

3) When has a person who's been accused of assaulting or shooting a police officer not been sentenced to prison for it?

Ive yet to see him say something racist or defend sh!tty racist or excessive behavior. I voiced in my previous post where I disagreed with him...but I can understand where his viewpoint and allegiance comes from.

Again I repeat, he's one of the legit guys based on what Ive read him post.

Keep telling us about the cops killed. There are scores of unarmed people killed by police too. Or did you not recently hear about the 9 deputies fired in Georgia for killing a mentally ill man? Its like we see a new case every week.

Ive provided you with websites that track unarmed killings by police officers the last time we had this discussion.

The reason accurate official data from the government doesnt exist is because these government agencies (the police Im talking about here) arent required to record accurate statistics about the people they kill.

So tbh, your bullsh!t post earlier does nothing but show how the police will skew information in their favor. Sorry, some of us aren't easily fooled.
