Yes, I'm familiar with those places, especially Italy.
My experience is that your chances in terms of sarging in the broad (!) sense are not generally good with the locals unless you have an IN, meaning solid contacts with local people who can introduce you to people and then you develop rapport. It's much more difficult for an outsider to be allowed in, unless you're fairly young, charismatic, and know your way around the disco scene. But even then the cultural hurdles can be daunting, including remnants of the Madonna/Hore syndrome.
Your best chances, and they can be very good, are with fellow travelers, especially Americans, Australians, Brits, etc. And let's not forget Scandinavians.
Best is large cities, worst is smaller towns.
Spain probably more difficult (conservative) unless it's Madrid or Barcelona.
I scored big time following the above guidelines- people get really really loose when traveling. I walked into a Roman restaurant once, spotted a knockout sitting with her parents, Brits. I walked over, charmed them, and within 15 minutes was making out in front of the parents (stupid, but just to give an example). It's soooo easy.
And just a cautionary note too- if you are not familiar with these cultures, you do NOT want to put yourself at risk by making moves, taking liberties with the locals unless you are ABSOLUTELY sure you are not crossing lines and potentially offending someone. For example, if you are in the the South of Italy, more remote parts of Spain, you are taking your life in your hands by touching, looking, or speaking to a woman in a way that could be misconstrued. If she is very young or a virgin, you are dead meat.
Not to make you paranoid, you'll be ok if you keep your wits about you and are sensitive to the environment. ALWAYS take your cues from the natives and your own instincts.
As I said, best to stick to other travelers, primarily English speaking.
Bring lots of condoms. Have fun. Bang one for me.
