for eye contact you say no starring but flirt with the eyes? what is the difference? How do you know when youre starring and when youre flirting with the eyes?

These are seperate points (obviously you can't stare while you flirt with the eyes).

New Don Juans should train to hold eye contact. But it's still supposed to be light, confident and friendly, which is not staring.

People have to learn control over there own feeling, then 90% of the questions in this forum would answer themselves. When you are in a good mood, and go in desireless, you just can't stare. It's not natural then.

Flirting with the eyes is the next step, you just have to try and learn after you have the basic EC down.
