I read somewhere she should. I want to but don't know if I should wait since I read that, and she declined one date and counter offered the second attempt. Quick replies appreciated

And in this case, if I follow up on said counter offer, am I the chaser pursuer?

It is a good sign if she will initiate though, I recommend always giving her time to do so.
 

What happens, IN HER MIND, is that she comes to see you as WORTHLESS simply because she hasn't had to INVEST anything in you in order to get you or to keep you.

You were an interesting diversion while she had nothing else to do. But now that someone a little more valuable has come along, someone who expects her to treat him very well, she'll have no problem at all dropping you or demoting you to lowly "friendship" status.

Women are socially conditioned to waltz up and down like meat showing off the fact that they have a vagina in order to attract male attention which they crave for. That's their game. They expect men to chase. So most girls will not ask you on any dates (unless it gets to girlfriend/boyfriend stage). They may initiate contact however.
