My Dad used to do competitive cycling and he shaved his legs. Yeah I've heard this too. Again, I never found any truth in it. You don't tend to get cuts per se, but burns (from the friction of rubbing against the ground at speed). If there's enough friction to burn you, then it'll also burn away the hair.
