That's a slight issue because too much time has past without you making a move on her, you should of let your intentions be known as soon as possible.

Just flirt with her, if you act casual then she will think it's only casual. Talk to her, flirt with her, ask for number, she will get the message.

If she's not interested then she won't reciprocate your attempts to flirt.

Saying "I like you" just out of the blue like that is awkward, maybe even creepy. Early on you don't tell a girl you like her, if you haven't been with her consistently for a little while you can't know her enough to like her. It's all about showing, not telling. Your need to let your actions do the "talking" by acting in such a way that it's obvious to her you're interested. I agree with @Chi Town on that.

After a while if things appear to be going well it's fine to say "I like you", if you do it right. By right I mean in a casual manner, don't make it a big deal or put a lot of emotion into it, just use it as a light compliment.

Okay my advice is don't tell her you like her. Women can smell this as if they are a dog or a cat. The more disinterest you show she will show more interest.
