Should I be bulking or cutting or what?

Hello fellow hulks! :D

So here's my story.
No one in my family has never ever never had a nice body. That includes me aswell of course.
I'm looking to get a nice body, not getting BIIIG! (Yes, I know it doesn't happen in one day). I'm tall and a bit chubby I'd say, my "stats" are:

Age: 19 years old
Length: 195cm (6.4feet)
Weight: 92kg (203 pounds) (Correct me if the convertions are wrong)
Bf% I've got no idea but I can say that I don't look any strong and I've got a bit of a stomach.

I've really got not ONE idea what I should do except that I should workout. I've got a membership card on a gym where I'll start going on the end of the month.

The thing that's got me worrying is:
I read that constant long cardio eats you muscles but the problem is that I'm going to the army at January. Army = running = scrawny marathon looking guy which I'm not that interested in.

So basically what I'm asking for is: What should I do? Cut: Without enough muscles?! Bulk: To f'ing fat already?!

Darn, how could I forget! I've got a problem with my lowerback.
I can't touch the ground with my hands if I stretch to the front.

Overweight guys can easily build muscle and loose fat at the same time.

The army will be good for you, you will just have to customise your weight training program around it.

Read the posts in the vault sticky.

That just sounds like hamstring inflexibility.

Go over to stronglifts.com and search for some stretches. Leg swings would probably help.
