my guess is because people are cheap and it's easier to make a standard machine fit for every atm INCLUDING drive-in atms. Meaning that it'd cost more money to manufacture two different types of machines than just having one mass produced one.
there's ALSO the chance that the driver is ABLE to see and there's a blind person in the back seat behind them that wants to take money out.. so the driver pulls forward enough for the blind person to feel for the keys out the window.
