What does that mean, exactly; "put yourself out there"?

And how can you tell if she's interested that quickly? I mean, there's so many girls out there that are just friendly and smile a lot so you can't just go by the standard IOI's. And then there's all the girls who deliberately feign IOI's just to screw with you, and hopefully ask them out so they can reject you for the +1 ego boost.
