Pac needs to accept the tests, simple as that. It is not a big deal and his most recent excuse is just that, as witnessed by his previous admission to the tests for the Hatton fight.
As for the fight, it will be very very close, nobody really knows the outcome of this one, except typical bias kids.
When dealing with Pactards, any semblance of reason goes out the window. There's frankly no point in talking to them. And you may be overestimating the general capacity of this forum.

He simply follows compubox and gives rounds to the fighter who throws more, regardless of if they land at all."
Pac's recent performances raise reasonable suspicion, and there is no sensible reason for him to say no these stringent tests. It's not normal for a 30yr old athlete to suddenly blow up like that, and to go up 3 weight classes and to actually improve his explosive power. There are examples everywhere of great athletes going up 1 division too many, often only a few pounds, and looking out of place - JM Marquez above 126, R Marquez at 122, Darchinyan vs Agbeko, Paul Williams is going back to 147, Pavlik at 170, Mosley at 154 against Wright, Diaz moving up against Malignaggi, BJ Penn vs GSP, etc.
For christ's sake, look at Pacquiao's head! He looks like a bowling ball on a stick. This is a man who has been training his entire life, using world-class training methods. His body has been stretched to it's limits for years now. How did he suddenly gain around 15lbs of pure muscle mass in 18 months? That's extremely rare.
Pac not only couldn't hurt but got beat by Marquez at 130, now he's able to batter Cotto 18 months later? He probably didn't cheat, but how can he refuse the tests?
