Absolutely in all situations when you start yelling and screaming you loose. Even if the dude dented your car -- mind you, that could be very expensive to repair, a fender might have to be removed, beaten out, prepped and painted if it's aluminum, cost for repairing a single dent can be very high. So even if you think he dented your car, you got no prove, unless it's been recorded somehow on video tape. So yelling does nothing. Neither calling the police does nothing, unless you have video evidence. This is true for all jurisdictions, Florida, California, Russia, whatever.
Confronting doesn't do sht either, especially if you got no prove. The most it could do is what

You either walk away, or you dent back, or cut tires, or if you're creative enough stick a knife into his radiator. So long as there are no witnesses or cameras.
The way people get in trouble always 100% when they confront something having good intentions. Car bothering you outside, confronting the asshle that didn't give a sht from the beginning won't do anything most of the time. But cutting his tires might make him look for a better spot to park. Baby upstairs bothering you? Confront parents won't do anything, but taking a piss into baby carriage they leave outside will make them look for a nicer neighborhood. Your neighbor's dog is barking all day long while he's at work, confronting him won't do anything, but poisoning the damn thing will solve your problem.
After confronting someone you can't do anything to that person. Better to stay incognito. Thinking that if you let the person know how he's making your life miserable he will do something about it, is stupid, champ at best. It only works if you are in position of power, like if they don't solve their problem you will take some action that will 100% hurt them. Most of the time there is nothing you can do.
