If by 'true liberalism' you mean libertarian, then yes it seems to me those of the (small "L") libertarian school of political thought do have their acts together in a way that that is more consistent than Conservatives or Liberals (note the use of CAPS).*
Both the political Right and the political Left have strong authoritarian lines of thought running through them, but just in different ways and generally on different topics.
*by 'Libertarian' or 'Conservative' or 'Liberal' I mean more of the formal political parties rather than a 'conservative' or 'liberal' or 'libertarian' culture.
