wat to do when a girl would give u IOI and then the next day b cold with u and then give u IOI again?

When they're being cold it's usually a sh!t test. They're trying to test to see if they can get an emotional reaction out of you. How did you act when she did this? Did you stay calm cool and collected? Ignored her? Or did you flip out on her?

It should get to the point where you don't actually notice when one of them is being inconsistent with her IOI's, since you're so preoccupied with all the other ones.
For now, while you're in the process of getting more "plates," just pretend it doesn't phase you. Pretend like you do have other other things to do other than think about her. Do Not chase her, and Do Not focus on trying to win her over; that will just lead to oneitis.
Get used to the abundance mentality, and truly believe it. If you do it correctly, you shouldn't even notice or care that one of your female friends is giving you the cold shoulder.
TL;DR: Don't initiate with her, flirt with other girls. She'll come around, and if she doesn't, it doesn't matter. If she shows you IOIs, do something with them; if she doesn't, don't try to convince her to like you, just let it go.

That sound's like generic female behavior to me.
if she is cold, you give her your back, and ignore her and let her see you talking to other girls...
then go back and chat her up, see if she is more receptive, if not, next her.

You essentially upped your VALUE in her eyes by showing her that, if she wants you, she has to at times do things that you like to do. You are SOMETHING after all. You are NOT FREE. If she wants to hang with you, it's going to cost her something — time, effort, money.
