There is this girl who kinoed me on this day and I kinoed her upper arm for about 1.5 seconds. She didn't have any negative reactions but her face was burning red (seemed nervous). Is this because I have never kinoed her before? Is this a good reaction or a bad one?

If it is a bad reaction, how should I recover?
If it is a good reaction, how should I escalate?

escalate by giving her a sincere compliment while gauging if she'll let you kiss her(like if she looks at your lips or licks hers, dont worry itll be obvious)

Ha dont kiss then in public, in private maybe but shell most likely react weird to It(shes still too immature and youll become clingy along with her).
