I'd say that's the case for women.
For most men it's more of a question of how many approaches are you willing to do and how much rejection can you handle.
For the rest of the men it's generally a case of doing some relatively quick and easy self improvement first (hygiene, style, health, confidence, dance skills, etc.), then approaching.

While women won't suffer from involuntary celibacy like men, they have a warped sense of things because of all the attention, especially from "desirable guys". The measuring stick for women, how they come to understand their "worth" is by the "quality" of men who approach/compliment them.
If you are accustomed to having something for so long and it was to get taken from you, you would become upset. If a woman is used to getting with the most desirable guys then she will hold out for them thinking that is what she deserves. When the interest from desirable men "dries up" this is when women suffer.
