is complimenting a girl and her parents on her name a good idea?

for example;


Me: "hey, my name is <Ray> what's yours?"
Her: "<Angela>"
Me: "<Angela>? that's a nice name. your parents must have good taste"



or something similar.
i've read it's not best to give direct compliments on her appearance, and was wondering if that would do.

while i'm at it i may as well ask another. would i be coming on too strong if i followed up with the "personality matching her pretty face" phrase?
as you can probably tell, i'm rather new at this, but you can't fault a guy for wanting to improve, =D.

But, I still wouldn't be throwing out some C&F remarks out until you actually get into an actual conversation, so you can gauge how well they would respond.

Go read some articles on the mainsite and use the forum after you read most of them.
