I hate it when you are talking to a girl on the phone and she's like "I'll call you later." and never does. Does this happen to anyone else? How do you deal with it?

I'm thinking that may mean she isn't interested but who do you guys react to it?

make sure you're the one who's saying "i'll see you later". You should be ending the calls most of the time. Be in control, show her that you have other things to do and in your life other then talking to her.

If the conversation hasn't been going on for that long (only a few minutes) and she drops that, either she better have a damn good reason or she is not interested. Still, it is best to end conversations on your terms before they get too lengthy.

It is ideal for us "DJs" to end the call first. When you end the call first it shows 2 things: You have a life, and you have control over yourself. You can't be perfect! because chances are, the lady will end it first a few times. But a good ratio 5:1 when it comes to you hanging up first. Don't worry about it, it comes naturally after a while.
