Besides Miami, other US cities that would have a similar vibe are New Orleans, Las Vegas, and Phoenix. You might be able to make an argument for Los Angeles, San Diego, or Austin, TX. New Orleans isn't just wild during Mardi Gras. Most weekends in New Orleans are wild. Las Vegas is Las Vegas, no explanations needed. Phoenix has Old Town Scottsdale and good winter weather. Southern California has lost some luster with the homelessness and poor governances crises there. Austin has always had a party reputation.

I like the international locations you mentioned. Cancun would be more than just Spring Break. You could add a few more places in Mexico to that, such as Acapulco, Puerto Vallarta, and Cabo San Lucas. You didn't mention Ibiza.

TBH, the only countries I would fear are the UK, Australia, South Africa and New Zealand because they have the charming outgoing chads that can compete with American men. Actually, Atlanta is not the worst city to go to for a trip. You have good southern food, Coca Cola is there, tons of sporting events like the CFB Playoff this weekend, lots of business-related matters, and lots of concerts.

Phoenix is a fairly common affair destination, but the party scene isn't quite on the Miami or Las Vegas level. There's a lot of superficiality in Phoenix and a couple of well known nightlife districts in Scottsdale (Old Town) and Tempe (Mill Ave., near Arizona State). Women looking to have sex outside of their primary relationship would be more likely to search for it in Scottsdale (both Old Town and the northern parts of Scottsdale) than Tempe. Some Phoenix bars would also be places for women out for some side penis but it would pale compared to Scottsdale for that.

Looking back at it, Atlanta was arguably easier than NYC for game since the local dude was so repressed due to that good ole Bible Thumping upbringing that shuns sex before marriage. The food scene in Atlanta was unreal though, man that southern food is amazing.
