If you are thinking "how?" then let me give you a simple answer, to a simple question...
Go up to her, introduce urself, ask her a few questions, get talking, and then ask her if she's single or wateva.
Eg:
(After talking for a min or 2)
You: So where is your bf tonight
Her: I dont have one
You: A girl like you.. doesnt have a bf? You must hang around blind people WAY too much!
Her: (flattered/blushing, blah di blah) hehe, well i duno (give some excuse)
Then u start flirting, use some kino, get her number, and if u dont have the balls to pur her at the time, then call her up in the near future and make arrangements with her.
If she says she has a bf, then make sure that she knows that its her freidnship that ur after, tell her that she seemed like a kewl girl and that she has no need to worry because you just felt like talking to her and making a freind. After that u can, if u want, get her number, otherwise say goodbye and find your next "target' or whatever you want to call it
