You'll hear about special "methods" and "techniques" used to get girls. But none of that will work unless you learn to be social.
Think of it like you got your arm cut off. You should be worried about stopping the bleeding before you think about bench pressing again. Your cut off arm is the lack of social skills, the bench pressing is seducing girls. (Great analogy, I know.)

I feel like a broken record by saying to go out and talk to anyone and everyone you meet (yes, talking to strangers is a GOOD thing in this case), but some people just don't seem to get it.
Talking to people just in your high school is a start, but go into town and chat up the locals. Start small and ask for the time... progress to talking about the weather... from there talk about local sports and just about anything.
Work on eye contact as well. It WILL seem awkward at first if you've spend most of your life unable to maintain it, but after a while it'll become second nature to do so.
Once you can comfortably chat up people you don't know without problems (stopping the bleeding), then you can refer to the canned lines and other techniques people use to get the girls (bench pressing).
