I guess he feels guilty so each time after practice he chats me up.

Why is this?

Sounds like you are simply trying to make new friends but struggling. Don't make issues over things like friend requests, etc. Just have fun meeting new people and on a high note, tell them that you're going to do this or that on the weekend and then say they're welcome to join you. Then leave your phone number. Then the pressure is on them to call you. You're not really going to put pressure on them. A better way of putting it is that the pressure is off of you and you risk no rejection from other people. Keep doing this only with people you have really good interactions with.

Sometimes they will simply take your number. Other times, after taking your info, they will volunteer their contact info. This puts zero pressure on you as you're simply volunteering your information. Start getting comfortable doing this with people you want to befriend and then later expand this to women you are attracted to.

Forget about using Facebook to make friends. The real way to make friends is in person. It sounds like you might have an extreme fear of rejection by people in general or maybe some form of social anxiety. I would suggest counseling. Only keep going if it seems to do you some good. You can judge by results. If you're getting results, it's doing you some good. Be willing to switch counselors/therapists if you feel like you're not benefitting much from it.

The only reason why he doesnt wanna be your friend is because he has low interest in you, make sure he sees you having a beer with a more cool guy than he, so he will be curious to know what that guy finds in you.
