So I walk by a lot of girls around where I live and on campus. I try to give EC to those that interest me, usually HB7-8s, just because 9-10s are quite rare and I don’t care about below 7. I get EC back from about 70% of them, of these about 1/15 will give me a genuine smile, without me doing anything but the EC, maybe I do some very subtle facial expression change when I get the EC that could help this, I’m still trying to figure that one out. I’m almost always trying get to some place on a time frame and don’t really think about starting in a convo with these girls. However, I intend to change that, so I’m guessing these girls that smile first are kinda hoping I’ll stop to talk to them, is this correct? Would you use your standard openers on these girls? I was thinking of maybe trying something different like:

Hey, *stop walking, get her to stop, use hand if necessary* So you smiled you at me, would you like to get to know each other.

Or:

So is there any particular reason you just smiled at me?

Not close to you

Sounds way too needy...

Even worse...she will say somethig like 'just being friendly' and you'll creep her out bigtime.

Just relax, big guy. Seems like you are doing too much analysis. Sometimes analysis =/= success. Read the info on this site and put what you can into practice. It's more about you and your attitude/confidence then it is about the girl(s) in question.
