Yes, that's why you can't donate blood for a year after you get a tattoo.
The carcinogen and any other possible toxic goes away in about a year. This is assuming you don't smoke, which anyway you'll be putting more carcinogen in you.
For nonsmokers, they have nothing to worry about. After that year, they can again donate blood and all of the toxic should be gone by then.
Besides, tattoos are a telltale sign of someone strugglin with their individuality...they are usuall people who have no deep character traits to distinguish them from everyone else so they try to be "different"

The difference between the people with tattoo and the people without tattoo is the people with tattoo don't care if you have a tattoo or not.
Save your money for something more meaningful and constructive.
What would be more meaningful and constructive if he wanted to get a tattoo dedicated to his late family member? Or what if it was his passion or something he has loved all his life?
If he regrets it, that was his choice, he'll regret it and learn to deal with it.
I know many people who has their tattoo for many years, some whom are 60+ and they love their tattoo.
