Nope, herpes and warts are spread by skin-to-skin contact. My ex-wife got herpes sores on her outer labia, where she would rub against the parts that the condom does not cover. Obviously, condoms cover some skin, and would thus offer some protection. I have seen 50% as an effectiveness estimate. But cutting risk in half is not worthy of being called "safe sex."
