I take this to mean your friend probably isn't getting any. You should hook him up with some girls. One of the benefits of having a girlfriend is that guys will most likely want her. Be proud of that and don't let it get to you.

Look, Doc has some good stuff and some not so good stuff. Also, The View has millions of viewers and has been on the air for years but that don't make it Right or Good!

I generally agree with letting the girl touch first (because that way I assess her IL, along with the rest of her IOIs) but most of the time, kino is important for letting her know that 1) you're interested in her romantically/sexually and are letting her know non-verbally, 2) you're confident in yourself and your sexuality and are not afraid of letting her know this and 3) that you're a man who is not afraid of leading her physically.

Eventually, if a woman digs, the right kino will get her naughty parts wet for getting down to business.
