Actually, I had read about it, then actually did it by accident. I started off talking about sex with a gf while waiting in a bus station, then some people came within earshot, but I didn't stop. I just got closer and lowered my voice. I had an idea to isolate her by merely talking to her and insisting that she "focus on my voice". It sounds very much like hypnosis. Anyway, I had built up to a specific point by having her imagine feeling things and getting hot and breathing heavy, etc. Then, the instant I touched my tongue to her ear and she started to come. She said later that she probably would have came without the kissing her ear, but there were people who could hear and it was distracting her.
I've had it work over the phone, too. But 9/10 times, the woman can't stand it any longer and cheats with a finger.
For the doubters:
You can't just walk up to a woman on the street and start ear-fuxxing them - it doesn't work like that. Their has to be a trust bond, the woman needs to have some "food for thought". You and her need to have a certain amount of established intimacy. And, she needs to want too - just like you can't hypnotize people who try not too be hypnotized. I like to think of it as a secondary benifit. If you rock them in the sack, you can say: "remember that night when we blahblahblah.... remember how you thisandthat" It's easy to go from accounts of the past and turn them into new.
Egoist, there are many threads about sex techniques on the board already. This is just another technique. Being a complete DJ includes being proficient in the sack = attraction = value = confidence, etc.
Moreover, different strokes for different folks. I get off on getting chicks off. Not because of an ego thing (yes, it does give you a good feeling), but because it's hot to watch, feel, and hear. If you had an opportunity to watch a woman have an orgasm, would you not look? It's basically why porn is popular. It really has little to do with sexual happiness, emotional involvement, or self worth.
