Known this girl for a while, she started seeing someone and they broke up recently. We already hung out once and we planned on hanging out again but I feel like her interest level is not very high. Would you say flaking on her would raise her interest level?

"Flaking " is just crap behavior. IT is not a legit technique to amp up a woman's IL.
Flaking is typically a low grade female behavior. Men need to act with more quality/
You need to read some of the lit. on creating value and attraction.
And you also need to accept that many times you will meet women who just do not want to be with you for their OWN reasons.

jophil i usually agree, but girls these days are all but garbage. Flaking preemptively and beating them at their own game is sometimes the only way to hold and maintain attraction.
We have some mutual friends, and her best friend is seeing a good friend of mine, and last night he asked me if I been hanging out with her cause her best friend told him.
So anyways today while txting i was like "So I hear you told (friend) we were hanging out? and it seems like convo turned sour after that
Either way I get a feeling she gonna flake tomorrow. We suppose to go for lunch at 12 and she is going out tonight. I ended our txt convo with "I hope you have fun tonight and see you tomorrow" and she didn't reply so I feel like a flake is coming tomorrow.
I don't see anything wrong with what I asked, do you?
