I think it's mainly younger girls that like this, and it's because they want the challenge. Their egos are still fragile and they want to be validated by knowing that they can get the guy.

This kind of strategy (being aloof/not calling regularly) works best on women under 22-23. For women older than that, it's a lot more about what you say when you DO call.

It's because they have AFC's calling them twice a day every day. So when you don't call you are a challenge and you are different than all the others.

I'm with the guy who says only call them back.
