ok so here is something i don't get:

i'm good at talk to hot chicks. i can get them laughing and make easy convo with them using what i've learned from this site.

but when i'm talking to an average-ish chick, they don't respond to what i'm doing, it's like they freeze up or something.....

just make it obvious you like them and flirt a bit, you might get no response, but trust me, they are liking it
