Confused about this one

Hey guys, bear with me on this one

So there's this girl who is a year younger than me on my bus. She looks like she's the quiet type and I had some good conversations and im pretty sure she was into me at one point (caught her eyeing me a few times and stuff). Around Halloween she asked me what my plans were and I said I'm going out with my friends(I knoww i messed up lol). Anyways the next few days I asked her to hang out with me (twice at diff times) when she sat next to me on my bus. She said she was busy so I just forgot about it. I basically did no contact and spun some plates and now she's trying get my attention again. Should I violate the 2 strikes rule or is does she just want attention?

Yes. If I get the "busy" line I'll let it go the first couple times, because it's probably true. Once I get it too much, move on to the next.
