you mean Slow coming down (abduction) and Fast coming up (adduction).

Be controlled when going down. Don't free fall going down, but don't go slower than you have to. Maybe going slow will help with hypertrophy, I think going very slow on negatives is a trick a lot of bodybuilders use. I haven't heard of this trick on the applications of strength though.

I think so. Even when I do 70lbs of weight (where I can only do 6-7 reps), I feel that I have to explode from the bottom. As if I am trying to prevent acceleration as much as I can by going at my max speed from the start. But, some acceleration does occur, esp near the top.
