My suggestion...require that anyone wanting to use the chat room has to use the same name as they do in the forum if you can do that. It will eliminate the majority of the problems. This might even make it possible to "self-police" the chat since people are less apt to troll if they have to do so with their forum identity.
What would stop these people from just registerting another name to troll with? I think this idea is okay still because would keep people from pretending to be others (sp) which was a problem as well.

You either own the game or it owns you!
Have a normal sign on and an administrative sign on requiring a password. This way nobody can impersonate mods, and the mods can give ppl the boot if they're spamming.
DONT require a forum name to sign in, many lurkers went there befor they posted, as a medium, an intermediat step between lurkin and posting.
Have the ability to creat sup rooms [channels]. This helps when there are many people all wanting to discus certain types of problems. Have one master room and then when new rooms ar created a space to see the name of the room, so others know what is goin on in the room, and if they wana join.
Also, have BUTTONS for everything, so you dont have to memorize 30 dif keystroke commands, that can get verry irritating.
Drop menue for sounds is awsome, also an ability to highlight. Example... on Battle.net by typing:
/me <message> it displays it as:
<username> <message>
All in a different color of text, much like how when you said somebodys name it stuck out. That would leave 3 colors of text, normal, while stating the exact name of someone in the room, and while typing highlighted. It allows you to get yoru message accrost easier.
.
Have fun boys and girls, I'm out.
