Hanging leg raises (or any abdominal exercises for that matter) will firm up the abdominal area and make it stronger, but won't do anything as far as eliminating abdominal fat, there is no such thing as spot reduction. Only your diet will create more defined abs. I don't know if that was what you were implying or not, if not I apologize, but I was just giving my input, as I'm currently on a cutting cycle.
