I don't think there will be any extreme solution as the ones you talk about but for surely there is a sistematic process to emasculate the average male and when it cannot be done, that male is either brought into the system and given a bone to stay good(think of overpaid soldiers who are given education or high salary while being immune from justice as long as they serve those in command) or neutralized through social punishment.

Those who will escape this system will either be forced to do their business keeping a low profile or excluded and forced to move away.
